Eight passengers and the licence limit
Eight passengers plus a driver is a technical threshold: vehicles with no more than eight seats besides the driver may be driven on a category B licence. That is why nine-seaters are the largest vehicle class commonly found in this category, including when a large taxi is requested at the rank. Above that begins the world of small buses with their own licence requirement, which affects availability and price.
Fully occupied means little boot space
When a nine-seater actually carries eight people, the space behind the last row often only takes hand luggage and a few cases.
